Setting up of vocational institute under Zubaida Barkat Trust

This document outlines the rational, objectives, resource requirement, utilization and allocation for a vocational institute under Zubaida Barkat Trust.

Rational

Pakistan where population exceeds 180 million with more than 50% of the inhabitants between ages of 14-35, unfortunately only 60 percent children attend primary school and less than 40 percent can make it to secondary school. As a result, large Majority of the youth is not educated. Instead of being a positive progressive individual in society, they are becoming a burden on the society and the country. They are an easy prey to drugs, criminal activities and terrorism due to lack of proper education and guidance, social help and employment. To further complicate the situation, Pakistan has the world’s largest refugee population from Afghanistan, who is in desperate need of social reform and uplift as well.  

Zubaid Barkat Trust has operational primary school and industrial home  (for details visit our website www.zbt.org.pk ). We have also conducted surveys and many interactive seminars in the suburbs of District Islamabad, in Tarnol and Sanjani.

Based on our experience and analysis, we believe the only solution to all the problems facing Pakistani youth today Education, guidance and help to employment. When we say Pakistani youth, we talk about the major chunk of population who are deprived of the even the basic rights to educate and build themselves as responsible citizen. Our Team consisting of representative from different walks of life largely agrees on one action plan, which is “Education”. For examples, the doctors working with us stresses upon Maternal Education. They believe that an educated mother cannot only take care of her health but also the health of children in a better way. Our youth career advisors believe that an educated child can better achieve his/her goals in career even when it is handwork skill. The social workers in our Team believe it is easier to motivate an educated person towards finding social solutions than otherwise. Our legal affairs consultant believe that an educated person can better understand and stand for his/her legal rights in the face of social/domestic violence, and the list goes on.

While we were conducting these interactive seminars and open discussion sessions with uneducated women in these villages we concluded that a majority of them want to educate and develop themselves but unfortunately cannot due to a vicious cycle of poverty, unemployment and financial problems. The personal will and effort towards “self help” and “social uplift” from these women was very heart-warming and welcoming. But at the same time the magnitude of the problem facing our youth is so great, that it is over whelming.

As we are running a primary school and vocational institute for women, we come across problems faced by young men through their wives and mothers. We want to reach out and help these young men through the platform of ZBT. But unfortunately we cannot do so without financial help.

Objectives

The purpose of this project is to provide training and enhance professional skills of the youth specially in lower strata of society who lack necessary skills/jobs to earn their living and thus are socially as well as economically unstable.

The project is aimed at motivating the neglected segment of our youth with their personal will and effort for their own social uplift. In order to make their effort a success, inculcate in them the spirit of integrated work and provide sustainability to this project, a multi-dimensional vocational Institute is to set up in Tarnool/ Sanjani , Islamabad District.

The project aspires not only at skills training but once trained, the Trust also gives the youth an opportunity to be independent financially, by helping them find work/jobs. The Trust motivates young women and men to career development and encourage them to educate themselves so that they can be more successful in their chosen profession.

This will be an institution based on the philosophy of “self help”; where young men and women will be trained to help themselves stand, own their own in their family as well as the society. The Trust will help them become useful, reliable and resourceful citizens who can take responsible role in family and society resulting in uplift of their social and economic status.

All the beneficiaries will be offered free training in different areas like professional Tailoring courses, Professional baking and cooking, Plumber, carpenter and Electrician courses, professional drivers and computer diplomas. But the organization also strives to help create a social network, which will ensure that they can earn reasonably once trained in a particular skill.

In the same infrastructure of vocational Institute all the Beneficiaries will be provided free education and will be motivated to educate themselves.

Fundamentally, the Institute will be catering to educational, technical as well as personality cultivation needs of the youth belonging from neglected stratum of society, recognizing the need for a high caliber yet low-cost institute.

Keeping in mind the financial constraints of this segment, the infrastructure, all the material and equipment needed for the training and education will be free of cost.

Since this project is designed to express a lasting commitment to social development, therefore, the Parent Trust must own all basic assets. This in order to minimize chances of temporary / permanent discontinuity in operations and hence failure.

Land for Building:

Appx. Cost : PKR 20,000,000.00 – 25,000,000.00

Construction Cost:

Phase 1 : 10,000 Sq. Ft. @ 1250 Rs./ Sq. Ft.

Total Cost : 12,500,000.00

Architectural Plan

Basic idea is to give a feeling of space, both to Trainer and the Trainee, to give them a sense of freedom and lightness to incite creativity.

HUMAN RESOURCE

One of the key focus of all activity will be to create a Human Resource fully equipped and capable to sustain and carry forward the spirit of this Project. For this purpose Professionalism will fuel the team building spirit. Experienced potential will be hired and polished to project needs.   A reasonable budget will be allocated to capacity building of all staff on annual basis.

Similarly, effort recognition and reward system, based on internal and external evaluation, will be put in place for the sincere and hard-working team members.

A tentative list of proposed permanent staff, with starting salary is suggested in the following table.

BITS AND PIECES OF THINKING:

  1. For a better social integration of lower strata of society such gathering are to be arranged which can provide better prospects of their integration with better classes of society.
  2. Language is one big hurdle in the acquisition of knowledge and capacity building. Such efforts to be made to remove this hurdle. For both, the trainer and the trainee.
  3. In-house and external language enhancement courses / trainings for Instructors
  4. Regular interactive seminar to social problems and their solutions.
